A cracked dam and the youngest lava in Utah

The dam failed partly in April 2024 and is being replaced. The lake behind it is natural, which is not the story people tell about it, and the flows around it are the youngest in the state.

On 8 April 2024 high water and ice pressure caused a section of Panguitch Lake Dam to tilt and crack. The state closed Highway 143, issued a flood watch, and rated the situation level 2 of 3, a potential dam failure situation .

Two days later the wildlife division shut the lake to fishing by emergency change to the guidebook. Its director: "Public safety is a top priority for us, and we want to deter anglers and others from visiting the area at this time" . It reopened on 22 April, by which point the water was down more than 26 inches and the leaking had reduced .

The section that failed was an expansion added in the 1930s or 40s, not the main structure, and a complete breach was considered unlikely .

It is being replaced. The state engineer approved a 3.7 million dollar rebuild on 19 June 2025, designed "to restore full function to the Panguitch Lake reservoir while significantly improving long term safety and structural integrity," with construction expected to start in late summer or early autumn 2025 . The owner is the West Panguitch Irrigation and Reservoir Company .

The federal dam inventory record for this dam could not be retrieved, so no federal identifier, official height, storage or hazard classification is printed here. A dam safety case study gives the dam a build date of 1872 , where the wildlife division's own restoration record says the outlet dam went in during 1885 . Both are printed and neither is resolved.

This is the correction most likely to matter, because the lake twenty miles south of here has a famous origin story and it is not this one's.

Two Utah agencies describe Panguitch Lake the same way. The wildlife division: it is a natural water body about 35 feet deep in its original state, and a dam built at the outlet in 1885 for irrigation storage raised it to about 57 feet . The water quality division puts it identically: maximum depth 57 feet, "approximately 35 feet being in the natural lake and 22 feet being contained by the dam" .

Panguitch Lake was not dammed by lava. Navajo Lake was, and the Smithsonian says so explicitly of that lake and not this one . Both sit on the same volcanic field and both have young basalt around them, which is probably how the two stories get mixed. How the Panguitch Lake basin itself formed could not be sourced at all. Every agency source calls it natural and none says what made it.

That includes the geologic map of this exact quadrangle. The Utah Geological Survey mapped it in 2014, and the survey's published description of its own map names what is here: "southwest Utah's youngest basaltic lava flows, classic examples of inverted valleys capped by older lava flows, glacial deposits in the Castle Valley area, and the southern margin of the Markagunt Megabreccia," the last of these being the debris of Utah's largest catastrophic landslide, covering 1,300 square miles of the plateau . It does not say what made the lake basin either.

The water leaves as Panguitch Creek and runs to the Sevier River, which reaches no ocean. The Forest Service names the three streams that feed it: Blue Springs Creek, Clear Creek and Ipson Creek .

The Markagunt Plateau volcanic field has its two youngest ends near two lakes. The Smithsonian: "the youngest flows being located near Panguitch Lake on the north and Navajo Lake on the south" .

The Utah Geological Survey names the source: the flows here "erupted from nearby Miller Knoll cinder cone and adjacent vents," and are "among the youngest in Utah" . The federal survey groups them as the Dry Valley and Panguitch Lake flows, "probably erupted in Holocene time," with flow fronts 100 to 200 feet high .

The famous date is a minimum, not an eruption date, and this matters. You will see 1050 of the common era attached to these flows. What the Smithsonian actually says is that "the oldest trees on the youngest flows at Panguitch Lake date to about 1050 CE," and its own eruption table records the entry as "1050 (in or before)" . Trees growing on a lava flow tell you the flow is at least that old. It could be considerably older. The defensible statement is that this lava is at least about a thousand years old, and the federal survey will only say Holocene .

The tree observation traces to a single 1949 reconnaissance paper by a USGS geologist , and it is paywalled. No evidence could be found that formal dendrochronology was ever done on these flows, by anyone, so this page does not name a laboratory or a tree ring scientist. And it is not the Santa Clara flow, which is a different flow in a different place and radiocarbon dates to 27,270 years .

The Smithsonian entry adds that the tree date is "consistent with legends of the Southern Paiute (who arrived in the area about 1000 CE) noting ejection of fiery rocks and molten lava flows" .

That sentence gets repeated a great deal. This page will not build anything on it, for reasons worth setting out.

  • The Smithsonian's only source for it is a 1957 popular book of collected legends by a Cedar City businessman, not an ethnographer working to any research protocol.
  • No account naming Panguitch Lake could be found in any agency or peer reviewed source. The sentence is the Smithsonian's own summary, not a quotation from a Paiute speaker.
  • A rigorous version of this work exists, and it is about somewhere else. The Bureau of Land Management, with the University of Arizona, published an ethnographic investigation of Southern Paiute knowledge of a lava flow in 2013. It records that "Indian people still sing songs that recount the eruption." It is about the Little Springs flow in northwestern Arizona, and it does not mention Panguitch Lake or the Markagunt Plateau anywhere .
There is very likely a real body of knowledge here. What could not be found is a published, attributable account of it tied to this place. The right source for that is the Paiute Indian Tribe of Utah, not a nonprofit's landing page working from a secondary summary of a seventy year old anthology.

Three quarters of the problem is in the mud

Impaired for phosphorus since 2002, and most of the load is not washing in from anywhere. It is already here, in the sediment, and the proposed fix is a 2,600 foot pipe.

The shape at the top of this page was traced by hand for a print, then scaled to the extent of the USGS water body polygon and measured off its own coordinates.

The two shapes are 6.8 percent apart on proportion. The drawing measures 2.01 miles on its long axis against a federal extent of 1.99.

The two published surface areas are not in conflict, they are measuring different lakes. The federal polygon gives 1,052 acres . The 2004 water quality plan gives 777 acres, and describes that as the original natural lake . The difference is the dam. One is the lake, the other is the lake plus 22 feet of stored irrigation water.

This page uses 22,300 acre feet for capacity, because that is the figure the live storage reading is published against. The 2004 plan's 23,730 is about six percent higher.

Panguitch Lake was put on the impaired waters list in 2002 for total phosphorus and low dissolved oxygen, impairing its class 3A cold water fishery. The plan to fix it was approved on 24 June 2004 .

Read the loading line again. Three quarters of the phosphorus problem is coming out of the lakebed, not off the land. That is why the current proposal is a pipe.

Only the two part split is printed above, because it is the only part of the loading arithmetic that closes. Subtract the sediment from the total and the outside share is 664 kg a year. The plan also publishes a breakdown of that outside share, and the components it names, tributaries at 526 plus other drainage, precipitation and grazing in the lakebed, add to more than 664 . That is the plan disagreeing with itself, not a rounding gap, so this page does not print the components.

The hypolimnetic siphon. Watershed Restoration Initiative project 7639, budgeted at 842,700 dollars for 2027 and 2028: a 2,600 foot, 24 inch pipeline to draw the anoxic, phosphorus rich water off the bottom of the lake during irrigation releases and send it downstream instead of letting it mix back in . The stated problem is that the lake "suffers from water quality issues that threaten the fishery due to the risk of major fish loss from lethal temperature and dissolved oxygen levels during summer months."

An earlier version of the same idea, project 4364, was cancelled . Both records name the 2017 Brian Head fire and the erosion it caused in the tributaries as part of the loading problem.

There is no gauge on Panguitch Lake. The only stream gauge ever run on Panguitch Creek operated from April 1961 to September 1980 and has been silent since .

What exists is a federal reservoir storage station, 10UTPANG:UT:BOR, which advertises daily, semimonthly and monthly series .

Only monthly returns anything. Asked for daily over two separate windows, including a control window in 2023, it returns an empty list. Asked for semimonthly, including a window spanning the date its own metadata says that series begins, it returns an empty list. This is the fourth Utah reservoir station Fathom has tested and the behaviour differs at every one of them.

The snow card comes from Castle Valley, 390:UT:SNTL, at 9,600 feet about six and a half miles southwest . It is the only snow station inside this lake's own hydrologic unit, and its daily service does work.

No live or recent water temperature for Panguitch Lake could be sourced from anywhere. The historic water column data are in the 2004 plan and are not served as anything a page can read.

North has drinking water, flush toilets and a dump station. South is tent only and all terrain vehicles may not be trailered in. White Bridge sits at 7,900 feet down the creek from the lake, and its potable water is currently unavailable .

Two public boat ramps, a boat launch and a fish cleaning station, all from the Forest Service . The lake sits about 18 miles southwest of the town of Panguitch on Highway 143, at 8,212 feet. There is a second way in from Cedar City on Highway 14 and Highway 148 through Cedar Breaks National Monument .

No winter maintenance status for Highway 143 could be sourced, so none is printed. The one documented closure of it is the April 2024 dam emergency .

Navajo Lake sits twenty miles south, on the same plateau, in the same volcanic field, with the same young basalt around it .

They are worth reading together and they are not the same kind of lake.

Both are managed by the same Forest Service ranger district out of Cedar City , and the same wildlife division southern region.

The lake is at 8,212 feet and the nearest snow station is at 9,600 . That sets the calendar.

  • The campgrounds run late May to mid September . Everything either side of that is snow.
  • Ice fishing is one of the activities the Forest Service lists for this lake . No agency publishes an ice thickness for it, and no agency ice fishing guidance names Panguitch specifically.
  • The water is cold whenever you get in it, and nobody has published a temperature for it in a form this page can read.
The reservoir is drawn down for the dam rebuild. If the storage reading in the strip above looks alarmingly low, that is why . Check the current conditions with the Forest Service before planning around a water level.

Twelve years of zero, and then ten fish

Four rotenone treatments, twelve consecutive surveys that caught no chub at all, and then they were back. The division still calls the plan a success, and it is right to.

Poisoned out of this lake four times. Absent from every survey for twelve straight years. Ten of them turned up in the 2022 net, in three or four different age classes, which is not what a survivor population looks like.

The Forest Service lists brown trout for this lake. The wildlife division has never caught one in a trend net. Both positions are printed and neither is resolved.

The wildlife division has treated Panguitch Lake with rotenone four times, in 1956, 1973, 1991 and 2006, every time to remove Utah chub .

Before the 2006 treatment, chub averaged 243 fish per net night and made up more than 90 percent of the fish biomass in the lake by 2004 .

The 2006 treatment worked better than any of the others. Twelve consecutive surveys, 2007 through 2019, caught zero chub. Then in spring 2020 they were back .

The division does not think it missed any. Its own report: "the 14 year gap between chub sightings makes it unlikely that some were missed during the 2006 treatment" . Somebody put them back. The report notes Panguitch Creek below the dam as a proximity factor.

The division's own verdict: "The Panguitch Lake management plan has been deemed successful, as gauged by the results of surveys in comparison to plan objectives" . It declined to revise the plan, saying "more time is required to observe the dynamics of Utah chub and predator abundance."

Not the chub. From the same report :

"Water quality will likely be the greatest challenge to the Panguitch Lake fishery in the future."

The named causes are nutrient loading from livestock grazing, tributary erosion made worse by the 2017 Brian Head fire, and cabin septic systems . Its recommendations include investigating "opportunities to mitigate nutrient loading in Panguitch Lake (stream channel work in burned tributaries, responsible grazing management, alteration of dam outlet)."

That last phrase, altering the dam outlet, is the siphon project now budgeted for 2027 and 2028 . A fisheries report and an engineering project arriving at the same answer from opposite directions.

Panguitch Lake carries the Blue Ribbon marker in the guidebook . Its entry :

  • "Limit 4 trout (a combined total)."
  • "No more than 2 may be cutthroat or tiger trout under 15 inches, and no more than 1 may be a cutthroat or tiger trout over 22 inches."
  • "All cutthroat and tiger trout from 15 to 22 inches must be immediately released."
  • "Trout may not be filleted and the heads or tails may not be removed in the field or in transit."
  • "Any trout with cutthroat markings is considered to be a cutthroat trout."

The tributaries have their own entry, and it is stricter :

  • "Limit 2 cutthroat or tiger trout (a combined total)... (goes toward the statewide trout limit)."
  • "All cutthroat and tiger trout from 15 to 22 inches must be immediately released."
  • "CLOSED Jan. 1 through 6 a.m. on the second Saturday of July."
The protected slot is the whole strategy in one rule. Cutthroat and tiger trout between fifteen and twenty two inches go back in the water, because those are the fish big enough to eat chub. The filleting rule exists to make the slot enforceable: a filleted fish cannot be measured. Panguitch is one of four waters in Utah where it applies, alongside Strawberry, Scofield and Lost Creek .

No Utah state record has ever been set at Panguitch Lake. The division's record list was read row by row across the catch and keep, catch and release, spearfishing, setline and archery tables, and no row in any of them names this water . And no 2026 or 2025 stocking numbers could be obtained: the division's stocking tool renders one alphabetical statewide table and it truncates before the P waters in both years.

What to watch for

A dam under reconstruction, an algae season, and a state advisory record with a hole in it.

The April 2024 incident was rated level 2 of 3, a potential dam failure situation, by the state . Highway 143 was closed, a flood watch was issued, and the lake was shut to fishing for twelve days .

Nobody was hurt and no property was damaged . The response worked: the water was dropped more than 26 inches, the leaking reduced, and the dam was monitored around the clock .

The replacement is under way and the reservoir is drawn down for it . Anything you read about water levels here that predates summer 2025 is describing a different lake. Check the Forest Service for current conditions .

The state environmental department runs a monitoring page for this lake . The 2024 season went like this:

The advisory language: "Algae in the water may be producing dangerous toxins that can make humans and animals sick" . No cell counts or toxin concentrations are published.

The state record has a gap in it. The department's own summary shows Panguitch Lake sampled on 31 October 2018 with advisories recorded as none, and there is widely reported news of a closure that September for high toxin levels. This page could not reconcile the two from any agency source, and the advisory index that would settle it is blocked to automated reading. Advisory history outside 2024 could not be sourced.

The underlying cause is not a mystery. The 2004 plan measured phosphorus at nearly three times the criterion, with three quarters of the load coming off the lakebed itself .

  • No drowning, recovery or fatality at Panguitch Lake could be sourced. Not from the county, the state, the Forest Service or news. That is a genuine negative and not the same as saying none has happened.
  • No federal dam record. The national inventory could not be retrieved, so no identifier, official height, storage or hazard class is printed.
  • No water temperature, current or recent, from anywhere.
  • No winter road status for Highway 143 from the state.
Quagga mussels are not here. The wildlife division states that Utah's infested waters are limited to Lake Powell . The statewide rule still applies: if you have been in an infested water you must decontaminate before entering another. That has been law since 2008.

This lake has been poisoned four times to remove one fish, and the fish is back.

Three things on this page are deliberately narrower than what is usually written about Panguitch Lake. The 1050 date attached to the lava here is the age of the oldest trees growing on the flow, which makes it a minimum age rather than an eruption date, and the Smithsonian records it as such. This lake was not dammed by lava; that is Navajo Lake, twenty miles south, and no agency source says how the Panguitch basin formed. And the Southern Paiute oral tradition often cited alongside the lava traces to a single 1957 popular anthology and no account naming this place could be found in any agency or peer reviewed source, so this page describes the gap rather than filling it. The outline above was traced for a print and checked against the federal water body polygon; it is 6.8 percent apart on proportion. The federal dam inventory record could not be retrieved. This is a reference for the public and is not a navigation chart.
