What Willard Bay is

A rectangle of fresh water sitting on a salt flat, filled by canal, held in by a dike, and half empty for a year longer than anyone said it would be.

Willard Bay does not sit in a canyon and nothing flows through it. It is an off channel reservoir: a rough rectangle of fresh water held on the Great Salt Lake floodplain by an earth dike that runs 14.5 miles all the way around it .

The water is carried in. It is diverted from the Weber River, with Ogden River flows in it, at the Slaterville Diversion Dam about two miles west of Ogden, and run eight miles north up the earth lined Willard Canal . It goes in during spring runoff when nobody wants it, and it comes back out through pumping plants during the irrigation season.

The federal dam register disagrees with Reclamation about what river this is even on. The register lists the stream as Bear River Offstream . Reclamation says the water comes off the Weber at Slaterville . Both are federal. Neither corrects the other.

The formal name of the structure is Arthur V. Watkins Dam. Almost nobody uses it. The register carries Willard Bay Reservoir as an alternate name for the same object .

The drainage area behind it is 16 square miles . For comparison, the drainage behind Pineview is 306. That single number is the clearest statement of what off channel means: essentially nothing runs into this reservoir on its own.

The Corps of Engineers currently records the condition assessment for this dam as POOR . The last inspection on that record is 13 June 2023 and the emergency action plan was last revised on 30 September 2020.

On 13 November 2006 a foundation seepage erosion failure mode was discovered. Reclamation treated it as an emergency and determined there was a substantial probability of catastrophic failure. A safety of dams modification followed, to restore full capacity and to add modern seepage control .

That is the thing worth understanding about this water. A dam across a canyon fails into a canyon. A fourteen and a half mile ring dike holding two hundred thousand acre feet of water above a floodplain, with Interstate 15 and the towns of Willard and Perry on the other side of it, fails differently.

Seventeen million cubic yards of embankment went into it . It was built between 1957 and 1964 .

Willard Bay held 105,791 acre feet on 10 August 2026 , against a capacity Reclamation puts at 215,120 . The park published 48 percent on 5 August . Those agree.

The reason it was drawn down is documented. In July 2025 the water district lowered the reservoir to replace corroded mid 1970s steel siphon pipes running through the south dike, a 16 inch and a 24 inch, with a single 48 inch line. Roughly eight million dollars, targeted at 50 percent capacity by 1 August 2025, and expected to run through December or January .

That is where the record stops. It is now August 2026, more than half a year past the stated end date, and the reservoir is still sitting at about half. No agency statement could be found confirming the siphon work is finished or explaining why the level has not come back. The gap is printed here rather than filled with a guess.

On the evening of 18 March 2013 a cracked seam in an eight inch Chevron products pipeline released diesel about a quarter mile east of the Willard Bay shoreline .

The reservoir itself was not contaminated. The diesel was caught in a drainage ditch and the wetland behind a series of check dams, booms and, as it happens, a beaver dam. EPA recorded that some fuel reached the shoreline but was blocked from the main water body, and that as of 27 March there had been no detections above drinking water standards in the reservoir . The federal settlement describes the release as impacting wetlands adjacent to Willard Bay .

What was measured, by the state, in April 2013: trace concentrations in the parts per billion range outside the booms, with 49 of 69 samples nondetect. Trimethylbenzenes above tap water screening levels. Toluene and xylenes above aquatic life screening levels but below human health thresholds .

Fifteen fish were sampled on 9 May 2013, wipers, catfish and gizzard shad. The laboratory detected no diesel contamination and the state concluded the fish were safe to eat .

Wildlife recorded by EPA: six beavers captured, five of them oiled, two dead birds, one dead muskrat, and more than a hundred and ten dead three spine sticklebacks, which are a non native invasive fish .

The federal penalty covered this spill together with the Red Butte Creek releases, so it is not all attributable to Willard Bay .

There is no lingering advisory. The state proposed closing the notice of violation in October 2015 on the strength of cleanup reports and risk assessments showing no unacceptable risk, and cleared the fenced area for public access . The state's recreational monitoring page for Willard Bay currently states there are no health advisories for this water body .

Dike height is 36 feet to Reclamation and 38 to the Corps . Full pool elevation is 4,226 feet to Reclamation, 4,223 to the national hydrography dataset, 4,220 on the storage station record and 4,200 on the state park page . Maximum depth is 30 feet and only one agency publishes it .

The shoreline drawn at the top is traced from OpenStreetMap , which is not an agency. On most lakes that trace has to be checked carefully. Here it lands almost exactly on top of every published figure, which is what you would expect from a shoreline that is a built structure rather than a natural contour.

Every disagreement is under one percent, which is tighter than the agencies manage with each other. A dike does not move.

Identifiers: GNIS feature 1455919, NHD permanent identifier 60620312, COMID 10272084, reach code 16020102001267 . The dataset classifies it as a lake rather than a reservoir, which is wrong but is what the field says.

USGS site 10140800 published exactly one thing and stopped forty two years ago. Reservoir storage, daily, 26 December 1964 to 23 September 1984. No elevation series ever existed .

What replaced it carries the same site number. The Reclamation fed record that the USDA soil conservation service publishes, station 10140800:UT:BOR, has run daily storage from that same 1964 start date and is still running . That is the number in the card at the top of this page. It moves about once a day and it is a volume, not a water level.

Nothing else exists. No Reclamation catalogue item for Willard Bay could be found in the published reservoir inventory, and the water district publishes no data of its own and points back at Reclamation and the USGS .

So this page carries no water level card, because no agency has published a water surface elevation for this reservoir on any schedule, ever.

No health advisories. The state's recreational monitoring page for Willard Bay says so plainly, and the monitoring behind it is visual inspection for algae plus E. coli sampling . Recent visits in 2024 at Eagle Beach, the North Marina swim beach and Pelican Beach found no visible harmful algal bloom, and E. coli below state thresholds.

The park was publishing algae status as CLEAR for the bay on 5 August 2026 .

Do not confuse the pond with the reservoir. There is a small pond inside the park, which the park calls Willard Peak Pond and the state environmental department samples as Willard Bay Pond. On 5 August 2026 the bay was clear and the pond was on a WATCH . They are different water and no agency document reconciles the two names.

No fish consumption advisory. Utah lists twelve waters, all for mercury. Willard Bay is not one of them . It is also not on the mussel infested waters list; Lake Powell remains the only Utah water with confirmed quagga mussels .

No cyanotoxin or cell count numbers are published for Willard Bay, and no past harmful algal bloom advisory for it could be found. That is stated as not found rather than as never happened.

Fishing Willard Bay

Nineteen species, four rules of its own, a wiper fishery that does not hold the state record, and a forage fish two agency documents disagree about.

Wiper

A hybrid of white bass and striped bass, sterile, and every one of them was put here. DWR was stocking a million fry plus five thousand catchable a year as of 2023, partly bought out of state because the hatcheries could not keep up.

DWR's 2023 monitoring report names nineteen species in this reservoir . Eight are drawn above. The other eleven are bluegill, green sunfish, largemouth bass, yellow bullhead, black bullhead, Utah sucker, Utah chub, logperch, redside shiner, spottail shiner and mosquitofish.

Willard Bay is a blue ribbon fishery with four rules that are not the statewide ones :
  • Limit 10 crappie, against a statewide 50.
  • Limit 15 yellow perch, against a statewide 50.
  • Limit 6 walleye, only one over 24 inches, against a statewide 10.
  • Commercially sold and preserved gizzard shad may be used. Otherwise possession of gizzard shad, dead or alive, is unlawful.
The entry covers the reservoir and its inlet channel. Everything else runs on the statewide limits: three wiper, eight channel catfish, six bass combined.

Willard Bay is also open to underwater spearfishing, and it is one of the waters where dead yellow perch may be used as bait .

One verification caveat. These four bullets were read from the official digital guidebook, which carries a May 2025 update stamp. The 2026 PDF confirms Willard Bay is in the specific waters list but the entry itself sits past the page the fetch could render. Check the printed guidebook before you rely on them.

A wiper is a cross between a white bass and a striped bass . They do not reproduce, so the population is entirely a stocking decision. DWR was putting in a million fry and five thousand catchable fish a year as of the 2023 report, and notes that fry were pursued from an out of state source because state hatchery production was not adequate .

Willard Bay is widely called Utah's wiper water, and it does not hold the state record. The catch and keep record is 20 pounds 12 ounces from Otter Creek, and the catch and release record is 31 inches from Huntington North, both set in 2026 . No current wiper record comes from Willard Bay.

DWR's own 2023 report records a negative trend in wiper abundance since 2014 . Nets in autumn 2024 were turning up many fish in the twelve to fourteen inch range, which is a recruiting class rather than a trophy one.

Two things could not be sourced: the year wipers were first stocked here, and any 2025 or 2026 stocking count. Willard Bay does not appear in DWR's public stocking database in any year checked, which is a gap in the database rather than evidence nothing was stocked.

The whole predator fishery here was built on gizzard shad. Two DWR documents disagree about whether there are any left.

Both are Utah DWR. Neither corrects the other. If the shad really have collapsed then the smallmouth bass going from a fifth of the net catch to four fifths, and the perch climbing since 2017, are the system rearranging itself around the gap. That is an inference and it is labelled as one.

It also explains the fourth special rule. Possession of gizzard shad here, dead or alive, is unlawful unless it was bought commercially preserved , which is a rule about not moving them between waters.

All from the park brochure . Park hours are 6am to 10pm. No agency publishes a coordinate for either boat ramp or for any of the beaches, so those four map pins come from a third party gazetteer and are labelled as such on the pin .

Both ramps were open on 5 August 2026 with the same qualifier: launch at your own risk . That is the park's low water phrasing, not a closure, and it flips with the level. The park has posted both ramps closed in the past. Check the conditions page the morning you tow.

The park fee page does not publish a state parks annual pass price and points at the reservation system instead, so this page does not print one .

Sixty one degrees in August on a reservoir this shallow is a reminder that it is being run as irrigation storage, not as a swimming pool. It was down to half its volume with heavy equipment in the southwest corner through the siphon project .

What to watch for

Storm wind on an open floodplain, which has killed people here, and which no agency warns you about.

No agency publishes a wind warning for Willard Bay. The park brochure contains no wind, wave or water safety text at all, and the conditions page says only to wear a life jacket . The hazard shows up only in the incident record.

What that record looks like:

  • 11 August 2024, about 4.20pm, near Eagle Beach. Stormy weather moved into the northwest of the park. A nineteen year old woman wearing a life jacket began struggling. A seventeen year old entered to help and was recovered to the boat, then struggled himself. His father, Andre Leon Debose, 38, of Layton, went in after him. The two shared a single life jacket. Debose went under and did not resurface. His body was recovered at about 11.15pm .
  • Early August 2024, a second drowning at Willard Bay within seven days .
  • 2 August 2025, just before 5pm. A windstorm threw two people off an inflatable raft. No life jackets aboard. One was rescued. A 41 year old Davis County man was not, and was recovered after a search using two boats, side scan sonar, an underwater drone and divers .

The pattern in three of these is the same: sudden storm wind, a small or inflatable craft, no life jacket or one shared between two people, and somebody drowning while trying to help somebody else. This reservoir sits on an open floodplain with nothing upwind of it.

A state officer at the 2025 search noted the other problem: the water is very low and very murky, so visibility from above the water is poor . That is a search condition, and it is the condition a diver would be working in.

Utah State Parks publishes the numbers worth memorising :

  • 1 minute of uncontrolled breathing, gasping and hyperventilation from cold shock.
  • 10 minutes of meaningful movement to reach safety or get back aboard.
  • 1 hour of possible survival before hypothermia causes unconsciousness.

The first minute is the one that kills people, and it is the minute in which nobody is swimming anywhere. That is the whole argument for wearing the jacket rather than having it aboard.

On ice, the state's guidance is statewide and blunt: ice is never one hundred percent safe, four inches of good clear ice minimum before walking on it, six or more before a snowmobile or an ATV, and March and April are particularly dangerous. Nobody publishes ice thickness for Willard Bay .

  • The mussel aware boater course is mandatory and annual, for everyone launching anything, including paddleboards and kayaks .
  • Motorised boats pay 20 dollars resident, 25 nonresident, per watercraft, after completing the course.
  • Clean, drain and dry on leaving any water, and drain plugs out in transit.
  • Children under 13 must wear a fitted coast guard approved life jacket while the boat is on the water .

Willard Bay is not an infested water. Lake Powell is still the only Utah water with confirmed quagga mussels, and if you have been there, the dry times before launching anywhere else are seven days in summer, eighteen in spring and autumn and thirty in winter .

Three people have drowned here in storm wind in two summers, and two of them went in to help somebody else.
