They asked the anglers, then they poisoned the lake

A bluegill fishery that was famous, a carp invasion the state has dated four different ways, a treatment that worked and then did not, and a lake whose water belongs to a private company.

The federal land agency that runs the campground here puts it in one line: "Pelican Lake is well known for the outstanding bluegill and bass fishing" . The wildlife division's own project record says the lake "has been historically known for its ability to grow large bluegill and also be a quality bass fishery" .

Its regional sportfish biologist, describing the lake she fished as a child in the 1990s: "bluegill so big that my little 7 year old hand had to lip them" .

Then common carp. They uprooted the aquatic plants that covered the bottom, leaving "a muddy, mucky bottom," and they outcompeted the bluegill for food. The federal recreation record: "The carp's ability to outcompete bluegill for food eventually led to a decline in bluegill condition and a few years later, a decline in largemouth bass condition" .

The wildlife division has given four different dates for when the carp arrived, in four different documents. Its 2023 release says "an influx of common carp in the early 2000s" . Its 2019 blog says the late 2000s . Its project record says the decline began in the mid 2000s and dates the invasion to 2009 . The federal recreation record says 2008 and 2009 . All four are printed here and none is picked.

Nothing found says the carp were put here illegally. That matters, because the two Utah waters treated in October 2018 are usually written about together, and the other one was an illegal introduction. Contemporary coverage draws the distinction explicitly: the goldfish at the other water were "illegally placed," and the carp here are described only as having been released, method unspecified . The division's own language is ecological throughout, never enforcement language. This page does not call it an illegal introduction.

On 10 and 11 October 2018 the wildlife division treated Pelican Lake with rotenone. The lake was closed to the public from 10 to 31 October . Rotenone is not selective, so everything in the lake died, not just the carp.

The regional aquatics manager at the time: "The only way to completely eradicate carp is through the use of rotenone." And on the timing: "This year's drought dropped the lake to the target water levels. It's time to treat it" .

The treatment was gated on the water being low enough, and the drought is what made it possible. The division had intended to treat in 2017 and deferred, because a heavy snowpack kept the lake too full. A lake that is only treatable in a drought year is a lake whose management depends on the weather.

It worked, at first. In May 2019 the division measured a Secchi depth of fifteen feet and called it "amazing water clarity" after the carp removal, with abundant daphnia and copepods for the bluegill and bass to grow on .

It did not hold. By September 2022 the division was tagging carp in Pelican Lake with pink tags and paying anglers rewards to remove them. In 2023 it named this lake one of three Utah waters where anglers should target and remove a specific fish . The biologist: "Carp are highly problematic in an ecosystem like Pelican Lake because they directly compete with bluegill for food and can disrupt spawning nests" . The 2026 guidebook rule for carp here is not a limit. It is a requirement to kill every one you catch .

Almost nothing about the treatment itself is published. No cost, no acreage treated, no volume or concentration of rotenone applied, no environmental assessment or decision document, and no detoxification plan. The division's news and blog, the state habitat project database, Reclamation's environmental documents index and the federal land agency were all checked. The treated area was presumably the whole lake, about 1,119 acres by the federal polygon , but no agency states that, so this page does not either.

Four years before the treatment, the wildlife division ran an angler survey at this lake. 286 anglers, 30 October to 25 November 2014 . It is one of the few times an agency in this series has published what the public actually said before a decision.

One printed comment from the survey: "Pelican has always been a lake you can take a kid and have them catch 20 to 30 bluegill no problem in a day" .

Read the second row again. The division put it to anglers that this lake cannot grow both big bass and big bluegill, and asked them to pick. That is the whole management problem in one sentence, and the same tension shows up in the aquatics manager's reasoning after the treatment: "Largemouth prey on bluegill, so we need to keep largemouth bass numbers low to give the bluegill population time to establish itself" .

This is the part that needs care, and the care is the point.

  • The lake sits inside the exterior boundary of the Uintah and Ouray Reservation as mapped by the Census Bureau. A point query at this lake returns exactly one feature, the Uintah and Ouray Reservation. The same query run at Salt Lake City returns nothing, which is how this page knows the spatial filter is genuinely working rather than matching everything .
  • It is not on off reservation trust land. The federal layer for that returns nothing here .
  • The recreation site is federal public land, administered by the Bureau of Land Management out of Vernal .
  • Utah's wildlife division publishes fishing rules for this lake as a named water .
  • The Ute Indian Tribe's own 2025 fishing proclamation does not name Pelican Lake. It names Bottle Hollow, Big Springs, Cedarview, Clay Basin, Elders, Golf Pond, Midview, Red Rock, Towave, Twin Pots and Weaver, and it defines its reach by reference to the Tenth Circuit's decision in Ute Indian Tribe v. Utah rather than to the exterior boundary .
Being inside a mapped exterior boundary is a mapping fact, not a jurisdictional holding. Jurisdiction over fishing and boating at any particular parcel turns on land status, on that line of cases, and on agreements between governments, and nothing found addresses any of that for this specific lake. So this page states the five things above and stops. Anyone who needs more than that should ask the Ute Indian Tribe Fish and Wildlife Department, the Bureau of Indian Affairs Uintah Agency at Fort Duchesne, and the Bureau of Land Management Vernal Field Office.

There is also no documented link between this lake and the Uintah Indian Irrigation Project. The Bureau of Indian Affairs page for that project does not mention Pelican Lake , and every agency source found attributes the water here to a private mutual irrigation company. And no Indigenous history specific to this lake could be found from the state history division, the state historic preservation office or anywhere else. Archaeological site locations are lawfully withheld from public disclosure, so an absent public record is expected and is not evidence of an absent connection. The Tribe speaks for its own history; this page carries none rather than paraphrasing a tourism site.

Pelican Lake is a natural lake used as irrigation storage. The federal survey codes the polygon FCODE 39009, a lake and pond code. The code for a reservoir is a different one and is not used here . The wildlife division calls it, in its own words, "a shallow irrigation lake" . A federal wetlands inventory of the Uinta Basin lists it among the region's few perennial water bodies, named separately from the reservoirs around it .

The water is controlled by the Ouray Park Irrigation Company, a private mutual irrigation company. The state habitat records are blunt about it: "the Ouray Park Irrigation District has ultimate say over any structures built along the canal" , and "the irrigation company typically begins filling the lake November first" .

Almost none of the water in this lake fell on the ground around it. It is fed "most often from the pipeline from Cottonwood Reservoir, but can also be fed from the canal from Bullock Reservoir" . There is a watershed unit named after this lake, 74.97 square kilometres , but that is a boundary on a map and not a measured contributing area, and the lake is filled from other basins. This page does not print a drainage area, because no agency publishes one that means anything here.

Whether there is a dam here could not be settled. No record was found in the national dam inventory or in the state's dam safety inventory, and the state's own search tools are closed to automated reading. But one state habitat project lists Dam Safety among its partners for fish screen work at this lake , which may mean a regulated structure or may mean review of a low dike or a control gate. This page asserts neither that there is a dam nor that there is not. The Utah Division of Water Rights dam safety section is the place to settle it. Water rights records could not be retrieved either; the state's search is behind tooling this page cannot read, and the irrigation company's own website has been taken down.

Nothing has measured this lake since 1999

One published surface area, one published depth, no storage station, five dead gauges, and a mercury advisory on both of the fish people come here for.

The shape at the top of this page was traced by hand for a print, then scaled to the extent of the USGS water body polygon and measured off its own coordinates.

The two shapes are 2.7 percent apart on proportion, and they fill their bounding boxes almost identically: 61.5 percent for the drawing against 64.0 percent for the federal polygon. The whole plausible range spans about five percent. That is the tightest agreement of any water in this series so far, and there is a reason for it: this is a broad open basin rather than a drowned canyon, so there are no narrow arms for a tracing to get wrong.

The federal polygon is the only surface area anyone publishes. 4.529 square kilometres, about 1,119 acres . Figures of 800 and 1,000 acres circulate widely and could not be traced to any source at all. If you need an acreage for this lake, the polygon is what there is.

Traced from OpenStreetMap geometry under the Open Database License, and that credit travels with any public use of the shape. The drawing measures 1.98 miles on its long axis, the same as the federal extent.

Two federal systems disagree about which watershed this lake is in. The hydrography dataset and the watershed boundary dataset both put it in the Lower Green and Diamond unit, 14060010, in a subwatershed named after the lake itself . But the federal water resources site inventory codes all five monitoring sites on this lake to 14060001, which is a different basin . Both are printed.

The two coordinates the Bureau of Land Management publishes for this site disagree with each other by about ninety metres: its recreation area page and its campground page give different points . The map above uses the campground one, and this note is why.

There is no live data station of any kind at Pelican Lake. No reservoir storage station and no active stream or lake gauge. That statement was tested rather than assumed.

Storage. The federal soil conservation service reservoir network for Utah was enumerated in full, 58 stations. There is no Pelican Lake station in it. Both of this lake's Uintah County neighbours have one: Steinaker at 09271300:UT:BOR and Red Fleet at 09UTREDF:UT:BOR.

Not one of the five ever measured a flow or a water level. All five are water quality sampling sites, all five are discontinued, and the most recent sample taken anywhere on this lake was 4 May 1999 . Nothing federal has measured this water in twenty seven years.

This is the structural fact about Pelican Lake and it is worth stating plainly. It sits between two federal reservoirs that each have a storage station reporting daily and a state algae monitoring page. This one is a natural lake whose water belongs to a private irrigation company, and it is the least instrumented water in this series. The strip at the top of this page has one live card because there is one live thing to read. If you need a current level for Pelican Lake, the irrigation company is the only place to get it.

Utah sampled fish here in 2021, and the advisory that followed is current. This is the only fully documented public health hazard at this lake and it is the least written about thing on it.

This is a new advisory, and the sequence is legible in the state's own tables. Pelican Lake appears in the table for waters sampled in 2021 that were not already under advisory. Two of its three sampled species came back above the screening value. And it now appears on the current advisory list . The two fish this lake is famous for are the two fish the advisory covers. The carp, which the state asks you to kill on sight, is the one species that came back clean.

Steinaker, forty miles northeast, carries advisories on brown trout, rainbow trout and largemouth bass from the same 2021 sampling. Red Fleet carries none and was not among the waters sampled. No agency publishes where the mercury comes from at any of them; the state's foundational report on mercury in Utah fish explicitly does not attribute sources.

Pelican Lake is classified 2B, 3B and 4 :

  • 2B, protected for infrequent primary contact recreation and for secondary contact recreation, where ingestion and bodily contact are unlikely.
  • 3B, protected for warm water species of game fish and the aquatic life in their food chain.
  • 4, protected for agricultural use including irrigation and stock watering.
Note what is absent. There is no class 1 here, so this water is not protected as a domestic supply, and no class 3A, so it is not protected as a cold water fishery. Both of its Uintah County neighbours carry 1C, 2A, 3A and 4. This lake is classified as a warm water agricultural water and its fishery classification matches the fish in it.

What could not be read. The current impairment listing and assessment unit for this lake could not be determined: the federal assessment interface returned an authorisation error on every query and the federal mapping service is closed to automated reading. No total maximum daily load for Pelican Lake was found, and that is "not established" rather than "none exists." The state's own assessment map carries a useful warning about itself: "The information provided on this Web page is not the official record of impaired waters" .

No harmful algal bloom advisory for Pelican Lake was found, and both of its neighbours have a state monitoring page where this lake has none. But the state's algal bloom site and the health advisory section of the environmental department's site are both closed to automated reading, so this page cannot rule one out. It reports the absence of a record, not the absence of a bloom.

A warning about how this page was checked. An automated read of the federally hosted copy of Utah's water quality standards returned a "Pelican Pond" entry filed under Cache County. That is a different water in a different drainage, and the extractor had conflated the two names. The classification above was confirmed against two independent reproductions of the rule instead.

The Bureau publishes an accessibility limitation about its own ramp, and it is worth quoting. There is a fifteen inch gap between the ramp and the dock, which limits access for anyone using a mobility device . Agencies do not often publish the thing that is wrong with their own facility. This one does.

No hours or season are published on either the Bureau's page or the federal booking record. Payment is by the federal recreation app or an on site iron ranger taking cash or a cheque . Bird watching is one of the listed activities: the Bureau notes waterfowl come here in spring "to live and rear their downy young" .

The link that is genuinely load bearing is the 2019 rule. On 14 October 2019 the wildlife division put one identical emergency rule on the bluegill at Pelican Lake and at Steinaker Reservoir: release every one, through 31 December 2020 . Two waters, one regulation, two completely unrelated reasons. This one had been poisoned. That one had been emptied to rebuild a dam. And the bluegill that restarted this lake came partly out of that one.

What would be decoration. There is no agency document treating these three as a management unit, they are not hydrologically connected, and two of them are federal reservoirs under one water district while this one is a natural lake under a private company. This page groups them because Fathom has built all three and the contrasts are informative, not because anybody manages them together.

The mercury advisory is the only fully documented hazard at this lake, and it is a consumption hazard rather than a contact one. It is set out in the science section above.

  • No drowning, fatality, boating incident or search and rescue call at Pelican Lake, Utah could be found from any source. Searches returned other lakes of the same name in other states, and other Utah waters. This is a clean negative and it is not the same as saying nothing has ever happened here.
  • No ice incident. Ice fishing is a listed activity here and the guidebook entry has a six line ice fishing provision , and no incident record was found.
  • No mussel detection. Pelican Lake does not appear on any Utah infested or suspect list found. The one affirmative fact is prevention rather than infestation: the 2026 guidebook states the division has installed new clean, drain and dry stations at Pelican Lake and at Scofield . That is infrastructure, not a detection, and the distinction matters.
  • No wind station and no agency wind guidance. This is a broad shallow basin at 4,800 feet with no shelter, which is exactly the shape of water that gets rough quickly, and no agency publishes anything about it.
  • No agency documentation of swimmer's itch or biting flies, which are widely described here in non agency material. Nothing from the state health department, the state parks health page or the county health department names this lake.
The water is warm and shallow and the classification says so. Maximum depth 16 to 17 feet , classified for warm water fish and for infrequent primary contact recreation rather than frequent . Treat the advisory as the real guidance: it is current, it names both headline species, and the state published the numbers behind it.

Four fish, and one of them you are required to kill

The shortest species list in this series, a bluegill slot limit that is what recovery looks like in regulation, and one state record that was released.

Bluegill

The reason anyone has heard of this lake. Killed with everything else in October 2018, restarted with about 2,700 adults and then 80,000 fingerlings, and closed to harvest entirely for fourteen months. It also carries a mercury advisory.

The other half of the fishery, and the species anglers said they would rather have big when the division made them choose. Pregnant women and children under six are advised not to eat it at all.

The reason the lake was poisoned. It came back. Since September 2022 the division has been tagging carp here and paying anglers to remove them, and the guidebook rule is not a limit but a requirement to kill every one you catch.

Limit fifty, which is the second highest number in the entry and tells you what the division thinks of them. The guidebook does not say which bullhead, so this page does not either.

Limit 50

Pelican Lake has its own entry in the rules for specific waters, and it is short:

  • Limit 15 bluegill, only 5 may exceed 8 inches.
  • Limit 50 bullhead.
  • No limit for common carp. Anglers must not release any common carp they catch. All common carp must be immediately killed.
  • An angler may use up to six lines when fishing through the ice. Above two lines, the angler's name must be attached to each line, pole or tip up, and the angler may check only their own.
That text is quoted from the division's contracted digital publisher, not from the guidebook itself, and here is why. The guidebook PDF was searched literally for phrases from this entry and none of them was found, while a phrase from page 3 was found immediately. The read was reaching only the front matter, not the alphabetical rules section. A second attempt returned a scrambled, non alphabetical list of P waters, which is the exact failure this build has learned to distrust. The entry was then confirmed by two independent reads of the digital edition, character identical, in a correctly alphabetised run that places Pelican Lake immediately before Pine Creek Reservoir . It is the only lettered source carrying a rule on this page.

The bluegill slot is recent. The division proposed keeping the daily limit at fifteen but allowing only five over eight inches, effective 1 January 2025. That rule is what a rebuilt bluegill population looks like in regulation: protect the ones that got big.

Read row by row across the wildlife division's record tables, exactly one row names this lake, and it is in the catch and release table: a bluegill of 11 and five eighths inches, 5 October 2007 .

A widely repeated claim about a record kept fish here does not hold up. A two pound seven ounce bluegill is often attached to Pelican Lake. The division's current catch and keep bluegill record is 2 pounds 8 ounces from Quail Creek Reservoir, set in 2024 . The Pelican figure is most likely a superseded record being repeated as a current one. This page prints the catch and release record, which is the one that is actually in the table.

Blue Ribbon status could not be settled. The division states its programme covers 43 waterbodies and two mountain areas, and publishes no list of them . Non agency material says Pelican Lake is designated. The state habitat records show Blue Ribbon money spent here, 70,000 dollars of Blue Ribbon restricted funding for fish screens with the Blue Ribbon Council as a named partner , which is circumstantial and not a designation. This page reports all of that and claims nothing.

Whether the lake was stocked in 2026 could not be determined. The division's stocking application truncates alphabetically before the P waters in every year this page tried. That is a tool limit, not a finding, and this page does not claim the lake went unstocked.

What to watch for

One documented hazard, a long list of clean negatives, and a public record with more holes in it than any other water in this series.

This lake has more gaps in its public record than any water in this series, and most of them are not the fault of any one agency. It is a natural lake, privately controlled, on federal recreation land, inside a reservation boundary, with no instrument on it.

  • Almost everything about the 2018 rotenone treatment. No cost, no acreage, no volume or concentration applied, no environmental assessment or decision document, and no detoxification plan.
  • Whether there is a dam. No record in the national inventory or the state inventory, and the state's own dam tools are closed to automated reading, while one state project lists Dam Safety as a partner .
  • Water rights. The state's search is behind tooling this page cannot read, and the irrigation company's website has been taken down.
  • Storage capacity, mean depth and shoreline length, from anyone.
  • Current impairment status, any total maximum daily load, and any algae record. The federal assessment interface returns an authorisation error and the state's algae site is closed to automated reading.
  • The Pelican Lake management plan itself. It is referenced by name in a state project record and described on the federal recreation record , and no copy of it could be found.
  • Any fishery monitoring or trend netting report for this lake. The 2014 angler survey is the only Pelican Lake document in the division's survey directory.
  • How the lake formed, and where its name came from. No geological explanation and no agency place name source could be found for either.
  • Any Indigenous history specific to this lake, from the state history division or the state historic preservation office.
  • Hours or season for the campground, from the land agency or the booking record.
One gap is worth acting on rather than noting. There is no article about this lake in the general reference encyclopedia that carries entries for the other lakes of the same name in Minnesota, Wisconsin, South Dakota and Ontario. For a water that was regarded as one of the best bluegill fisheries in the western United States, that is a real hole in the public record.
