The document most people cite as the 2006 East Canyon TMDL is a 2021 success story with 2006 in its filename. The real one is May 2010, and it gives the only regulated discharge in this watershed 895 kilograms of phosphorus a year. A draft permit issued sixteen years later repeats that number to the kilogram. Every figure here is quoted from its source.

Three dams, one arch, and the wrong sister reservoir

There has been a dam here since 1896 and the current one is the third. It is the smallest of the three concrete arches in this series, it is a high hazard structure with no published condition rating, and the reservoir it belongs with is Rockport, not Echo.

There has been a dam across East Canyon Creek since 1896, and the one standing now is the third.

Two federal and state documents give the 1896 dam's capacity as 3,850 and 850 acre feet. That is not a rounding difference, it is a factor of four and a half, and the digits make a transcription slip plausible in either direction. Both are published by agencies , neither cites the other, and this page prints both rather than picking the one that reads better.

The construction record is unusually specific, because they had to build the new dam next to the old one. The proximity of the 1916 structure forced limited explosives and "a six-step pre-splitting process for blasting". The old dam was breached in October and November 1964, water storage began on 21 December 1965, and the final concrete was poured on 14 January 1966 . East Canyon was the last of the Weber Basin Project's three construction phases.

Reclamation calls it "a concrete thin-arch structure" in one document and "a 260-ft. high double arch curvature concrete structure" in another . The dam inventory codes it independently as Arch, Concrete . The wording differs, the type does not.

Most reservoirs in this series sit behind earth. Three sit behind concrete arches, and this is the third one Fathom has built a page for. It is also, by a wide margin, the smallest.

East Canyon holds about one and a third percent of what Flaming Gorge holds, and two tenths of one percent of Lake Powell. The other two are Colorado River Storage Project dams in deep sandstone canyons. This one is on a creek that drains 144 square miles and runs out of the hills behind Park City. It is the only arch dam in this series that is not on the Colorado River system.

The rest of the dimensions, all from Reclamation and the dam inventory and in agreement: hydraulic height 195 feet, crest length 436 feet, and an uncontrolled spillway on the left abutment rated at 6,200 cubic feet a second at elevation 5,715 .

The national dam inventory record for this structure, federal identifier UT10119, is worth reading as a document about the public record rather than about the dam .

A high hazard dam that was inspected in June 2023 and carries no condition rating is a fact about the record, not a gap in this research. The inspection happened. The result is not in the public inventory. Reclamation runs its own three tier regime instead, a comprehensive facility review every six years, a periodic review every three, and an annual examination, and East Canyon Dam is not named on the page describing it.

Purposes on the record are flood risk reduction first, then irrigation and water supply . The designer, core type, foundation, outlet gates, dam volume and operational status fields are all empty. Operation and maintenance of the whole project passed to the Weber Basin Water Conservancy District on 1 October 1968 , and the district counts this as one of the four of its seven reservoirs that regulate the Weber River .

Utah State Parks states it plainly: the Donner Reed party "passed through East Canyon in 1846, the first wagon train to pass through this way", and "four days later, Brigham Young and his group of pioneers used this trail to get to the Salt Lake valley" . Of the original 87 in that party, 47 reached their destination. The Overland Stage and the Pony Express later used the same route .

The Park Service documents the corridor at Big Mountain Pass, which carries three national historic trails at once, the California, the Mormon Pioneer and the Pony Express: "The Donner-Reed Party blazed the first wagon trail up the east flank of the mountain and down the west flank in 1846", and "a year later, Brigham Young's vanguard company of Latter-day Saints followed and improved that track" .

That Park Service page never mentions East Canyon, East Canyon Creek or this reservoir . The documented trail runs over Big Mountain Pass and down Little Emigration Canyon, west and upstream of the water. No agency document found here says a trail segment lies under this reservoir, and the fact that one of the campgrounds is called Mormon Flats is a campground name, not a designation.

The clean negative comes from Reclamation's own environmental work. Its assessment reports that "no historic properties were located" in the area of potential effects, and that the Utah State Historic Preservation Office concurred in a determination of no historic properties affected, in letters dated 20 November 2008 and 1 July 2009 . That is a positive finding of absence from the agency that would have had to deal with it, which is a much better source than the silence of a search.

East Canyon, Rockport and Lost Creek are all Weber Basin Project facilities. Reclamation lists the project's dams together, they share the authorising act signed by President Truman on 29 August 1949, they share an operator since 1968, and they share a regulator .

Echo is not one of them. Reclamation puts it in the earlier and separate Weber River Project, and names it that way in the Weber Basin Project's own documentation: "Prior Federal reclamation developments include the Weber River Project with Echo Reservoir on Weber River" .

The distinction is not pedantry, it changes which claims are true. "East Canyon and Echo are sister facilities of the same project" is false. "East Canyon and Echo are both Reclamation dams in the Weber River system whose operations are integrated" is true and sourced . This page makes the second claim and not the first.

Where the two genuinely meet is geography and rule. East Canyon Creek joins the Weber River at Morgan, downstream of the dam , while Echo and Rockport sit on the Weber main stem upstream of Morgan, so this reservoir is a tributary contribution to the same river the other two regulate. All three are in hydrologic unit 16020102. And all three sit on the same page 20 spearfishing closure list in the fishing guidebook, in that order: Deer Creek, then East Canyon, then Echo, with Rockport ninth .

895 kilograms a year, agreed to the kilogram by two documents sixteen years apart

The 2006 TMDL everyone cites does not exist, the real one is May 2010, and the one table this page could not settle is printed as a failure rather than left out.

The shape at the top of this page was traced by hand for a print, then measured against the USGS water body polygon on its own coordinates, converted from web map metres to true metres by the cosine of the latitude.

The arithmetic checked itself, and this is worth saying because it usually does not. Running the shoelace formula over the federal ring gives 2.673 square kilometres. The dataset publishes 2.668 . Those agree to two tenths of one percent, which means the projection conversion is right and the seven percent proportion gap is a real difference between the drawing and the polygon rather than an error in the method.

For scale, this is the narrowest water body in this series. The federal extent runs 3.23 miles north to south and 1.40 miles across, which is a shape two and a third times as long as it is wide.

Traced from OpenStreetMap geometry under the Open Database License, and that credit travels with any public use of the shape. Compare Echo, where the same two measurements came out 29 percent apart because that reservoir is drawn down hard for irrigation. Seven percent is an ordinary result for a reservoir that holds a fairly steady pool.

This reservoir is usually said to have total maximum daily loads from 1999, 2006 and 2010. Two of those three are not TMDLs.

Anyone citing a "2006 East Canyon TMDL" from that web address is citing a 2021 success story. The state's own approved list settles which is current: it carries exactly one East Canyon entry, "East Canyon Creek and Reservoir", and the page was last updated on 9 June 2025 .

The 2010 document says why it replaced the 2000 one, and it is a clean admission: "The original TMDL was developed with a limited dataset and therefore was not able to attribute an internal load from reservoir sediments" . The sediment on the bottom of the reservoir turned out to be a phosphorus source in its own right, and the first allocation had no way to account for it.

The listing itself goes back further. The reservoir was "partially supported on the State of Utah 1998 303(d) list" for cold water game fish, because the 1992 to 1997 average phosphorus concentration was 0.117 milligrams a litre against a state indicator of 0.025 . Nearly five times over.

The 2010 TMDL is blunt about who discharges here: "The only regulated point source in the watershed is Snyderville Basin's East Canyon Water Reclamation Facility" . One permit, in a watershed that drains Park City and the Snyderville Basin and empties into this reservoir.

Those add up, which is not always true of the numbers on these pages: 895 plus 1,067 plus 395 plus 262 is 2,619 exactly, and the margin of safety is exactly ten percent of the loading capacity . Getting from 3,350 to 2,619 means cutting 731 kilograms a year, a reduction of 21.8 percent. That percentage is this page's arithmetic on the agency's own two figures, not a number the TMDL prints.

Here is the strongest citation on this page. The 2010 TMDL allocates the plant 895 kilograms of phosphorus a year . The draft discharge permit put out for public notice on 17 March 2026, sixteen years later, states: "The TMDL for the reservoir allocated an annual total phosphorus load limit of 895 kg (1,973 lbs) to ECWRF, including future growth up to 7.2 MGD" . Two independent agency documents, sixteen years apart, agreeing to the kilogram and to the pound.

And the allocation has room built into it. The permit's own words are "including future growth up to 7.2 MGD", against a stated current design capacity of 4.0 million gallons a day . The 895 kilograms is not a limit written for the plant that exists, it is written for a plant nearly twice the size.

Other limits in that draft permit: total phosphorus reported as a concentration with the 1,973 pound a year load limit as the binding number, CBOD 20 milligrams a litre monthly average, total suspended solids 25, dissolved oxygen 5.0 as a daily minimum, and E. coli 126 per 100 millilitres . The plant came on line in 1980 serving Park City and the Snyderville Basin, was upgraded in July 1996 , and was upgraded again in 2004, which the federal success story credits with significantly reducing phosphorus into the creek .

The obvious next question is what share of the phosphorus the treatment plant actually contributes. That question is not answered on this page, and the reason is a verification failure worth publishing rather than hiding.

The source apportionment table in Chapter 6 of the 2010 TMDL was read twice, with different prompts. The two reads flatly contradict each other.

So no source apportionment table and no percentage for the plant appears anywhere on this page. Both readings are printed above so that anyone with the printed document can settle it in about a minute. What is safe to say, and all that is safe to say: the plant is the only regulated point source , it was the largest point source and has cut nutrient loads significantly since 2000 , its allocation is 895 kilograms , and it was upgraded in 2004 with a significant phosphorus reduction .

What the restoration work did buy is documented and specific . A 2002 assessment found "over 50% of the stream length had poor channel or riparian conditions". The response stabilised 2.23 miles of stream with 12,000 willow stakes and 20 beaver dam analogs, a 2005 study set a minimum flow of 6 cubic feet a second, and the reported reductions are 2,698 tons of sediment and 3,778 pounds of phosphorus a year. Total investment over 2.29 million dollars, of which 832,091 was federal and 310,000 state.

Read the 2020 delisting carefully. The federal story reports the partnership "ultimately achieving delisting status for macroinvertebrates and reservoir temperature/dissolved oxygen impairments in 2020" . That is a delisting of specific impairments, not a statement that the reservoir is unimpaired. The current assessment category could not be obtained. The federal assessment interface returned an authorisation error on every call, and the state's 2024 integrated report delivers results through an interactive map rather than a table .

No maximum depth, no mean depth and no shoreline length could be established for this reservoir. That is not for want of a document. The 1999 study contains a morphometry table. Two reads of that same table produced incompatible answers, and the table's own volume divided by its own area matches neither .

The dam's hydraulic height is 195 feet, and that is not a depth. It is the normal operating depth at the dam face, a dam parameter . It bounds what a maximum depth could plausibly be, and it is almost certainly why one of those reads produced 195. This page does not print it as a reservoir depth.

That same 1999 table prints the reservoir's location as 40 degrees 46 minutes 06 seconds north, 111 degrees 34 minutes 59 seconds west . That is roughly 40.768 north, about ten miles south of the dam and well outside the water. Treat that table's coordinates as wrong.

Everything else about this reservoir's size has more than one published answer too. All of these are agency figures:

Some of the capacity spread is definitional, since normal, active and maximum storage are different quantities. But 51,200 and 54,000 are both presented as the post 1966 capacity, by the same agency, in two of its own documents . Those cannot both be the same thing. The live card at the top of this page divides by 51,200, which is the figure Reclamation's dam page and the national inventory both carry.

East Canyon is monitored for harmful algal blooms through the summer, and the state publishes the results by sampling date . The 2025 season ran clean into September and then did something unusual.

Two different advisory levels on one reservoir on one day is a useful thing to understand. A bloom is not a property of a lake, it is a property of a place in a lake on a date. This water is three and a quarter miles long and a mile and a bit wide, and on 7 October 2025 one end of it was under a warning and the other was under a watch .

The thresholds those words are measured against : a warning advisory is more than 20,000 cells a millilitre, or more than 4 micrograms a litre of microcystin or cylindrospermopsin, or anatoxin-a detected at any level. A danger advisory is over 100,000 cells a millilitre or over 8 micrograms of microcystin. Note that the same guidance also carries a supplementary table with materially different danger figures; the numbers here are the ones its decision flowchart uses.

No cell counts and no toxin concentrations are published for East Canyon in any year . The advisories are reported as levels and as visual observations. The older departmental page that might hold the history before 2025 is closed to automated reading. Also worth knowing in practice: monitoring stops on 1 November, and the absence of an advisory through the winter is not a statement that the water is clear. Local health departments hold the authority to post advisories and close water bodies; the state recommends .

The reservoir card at the top of this page reads 10134000. So does a USGS lake site. They are the same number for the same water and they are not the same record.

The soil conservation service publishes three durations and all three return data, in three different shapes :

Code written for the daily shape and pointed at either of the others matches nothing, gets an empty list, and reports a timeout that never happened. That failure was live on two other pages in this series before it was found. The card at the top of this page reads the daily duration and checks for a date key before it trusts a row.

The gauges tell the story of the watershed better than any of the summaries. Drainage area grows from 57.2 square miles at Jeremy Ranch to 110 just above the reservoir to 144 below the dam . The gauge below the dam has recorded discharge since 1 October 1931, thirty five years before the dam above it was finished. And the inflow gauge carries a full water quality suite, discharge, temperature, conductance, dissolved oxygen, pH and turbidity , which is what a gauge looks like when a phosphorus TMDL is riding on it.

The snow is the odd one. Nine snow telemetry stations sit in this river basin and not one of them is in the reservoir's own sub basin . The two that actually feed this water are Parleys Summit at 7,590 feet and Thaynes Canyon at 9,260, both in the East Canyon Creek headwaters. The Ben Lomond, Farmington, Parrish Creek and Lightning Ridge stations are in other sub basins entirely and are not East Canyon snowpack, whatever a search result says.

No fees are printed on this page, and the reason is a broken website. Both the park's own fee page and the statewide fee page served Green River Golf Course content instead of East Canyon fees, which looks like a routing fault on the state parks site. The reservation contractor defers to a call centre. Rather than publish a number from a page that is serving the wrong park, this page publishes none.

The only published coordinate for the park comes from the reservation contractor, not from Utah State Parks , and it is the park facility point, about a mile and a half southeast of the dam. It was checked against the federal water body polygon before it went on the map above and it plots on land, outside the water, as a campground should. No boat ramp count, ramp names or ramp coordinates could be obtained from any agency page.

Rockport Reservoir is the genuine relation here, and the reason is administrative rather than hydrological. Both are Weber Basin Project dams under the same 1949 authorisation, both passed to the Weber Basin Water Conservancy District on 1 October 1968, and both are federally regulated with Reclamation as owner, inspector and operator .

East Canyon does not carry a mercury advisory and this matters, because two things next to it do. Rockport is on the state's list for smallmouth bass, and so is the Weber River near Morgan, which is the stream East Canyon Creek flows into a few miles below this dam . East Canyon Reservoir appears nowhere in that document. Neighbouring advisories are not this reservoir's advisories.

Both are classified 1C, 2A, 3A and 4, and East Canyon sits directly next to Lost Creek Reservoir in the Morgan County list, which is classified 2B where this water is 2A, . That classification was checked against a second independent reproduction of the rule, which agreed on the classes, on the county and on the neighbouring entry . One wrinkle: the 2010 TMDL adds class 2B, secondary contact recreation, which neither classification table shows .

East Canyon Creek starts in the Snyderville Basin near Park City, in Summit County, and runs north into Morgan County. The gauge ladder traces it exactly: Kimball Creek at 6,360 feet, Jeremy Ranch at 6,237, above the reservoir at 5,736, then the reservoir, then below the dam at 5,471 .

That geography is the whole reason this page has a TMDL section. The water arriving here has already run past a ski town, a golf course corridor, the only regulated discharge in the watershed, and roughly a hundred square miles of hill country, and it arrives carrying a nutrient load with a federal number attached to it .

The dam is in Morgan County and most of the watershed is not. The reservoir, the dam and the state park are in Morgan County; the creek, the town it drains and the treatment plant that holds the permit are in Summit. A water quality problem in one county is being managed at a reservoir in another, which is a large part of why it took a TMDL to sort out.

The one geological map that covers this county is the Interim Geologic Map of the Morgan 7.5 minute Quadrangle, open file report 643, 2015, at 1:24,000 . Its published description covers the east dipping limb of the Wasatch anticlinorium, Morgan Valley, Durst Mountain and the Norwood Formation, and it does not mention East Canyon, the creek or the reservoir. Which 7.5 minute quadrangles actually cover this water could not be established.

Eight species, seven of them out of a net

A signed 2023 survey with real catch data, a smallmouth population the division calls stunted, a native sucker at a fifteen year low, and no kokanee at all.

The one the reservoir is stocked for, and the one the survey caught most of. 11.6 fish a net night in the curtain gillnets and 23.8 an hour on the electrofishing boat, averaging 387.7 millimetres in the nets. The report notes stocking quotas are being met.

A hybrid of striped and white bass, stocked. The biggest fish the survey handled, averaging 463.5 millimetres and 1,616.9 grams. The division recommended cutting its stocking rate from 25 to 18 fish an acre, which is 15,000 fingerlings down to 10,900.

Down 31.1 percent from the 2019 survey, and the report says the population "remains stunted with few individuals growing outside of the stock-length category." Mean length 138.2 millimetres, mean weight 68.5 grams.

At a fifteen year low in 2023, down 84.9 percent from 2019. A native fish, and the steepest decline in the survey. Caught at 0.9 fish a net night, against 495.7 millimetres and 1,580.4 grams on the electrofishing boat.

The seventh species in the 2023 catch, recorded without a separate catch rate. It is the only panfish the survey found in this reservoir.

Not caught. "No Kokanee were observed." Reclamation records that this reservoir once had a self sustaining kokanee population and that poor water quality and reduced inflow eliminated it. The division still recommended raising the stocking quota from 19,000 to 65,800 for 2024.

Twelve miles of hill away, Echo has no fishery report at all and its species list has to come from a fishing forecast. East Canyon has a real one. The wildlife division's 2023 fishery monitoring report, by Taylor R. Stewart, with catch rates, lengths and weights .

How it was done: boat electrofishing on 8 June 2023, ten standardised transects prescribed and six completed at 1,604 to 1,768 watts; then curtain gillnets on 21 and 22 June, three suspended in open water "at 6-m depth intervals ranging from 0 to 18-m depth" and one nearshore in six metres. Nets 45.7 metres long by 6.1 deep, six panels each, mesh 13 to 64 millimetres. Water temperature 17.4 degrees .

Two findings carry the report. Smallmouth bass were down 31.1 percent from 2019 and the population "remains stunted with few individuals growing outside of the stock-length category". Utah sucker, a native fish, was at a fifteen year low, down 84.9 percent. Length distributions shifted significantly between 2019 and 2023 for rainbow trout, smallmouth bass and wiper alike .

And the kokanee. The report states flatly: "No Kokanee were observed." They had been stocked in three years between 2013 and 2022 to try to establish a naturally reproducing population, and none were stocked in 2023 because too few broodstock spawned. The recommendation for 2024 was to raise the quota from 19,000 to 65,800 . Reclamation's own earlier assessment says the reservoir once had a self sustaining kokanee population and that "poor quality water and reduced inflow to the reservoir has reduced trout populations and eliminated the Kokanee population" .

Not found for East Canyon: any record of an illegal introduction, any rotenone or chemical treatment, any Utah state record fish, and any confirmation of Blue Ribbon status. The division's Blue Ribbon page explains the designation and does not enumerate the waters ; the list lives inside a map application. Nothing is asserted either way. The stunted smallmouth population is a plausible candidate for an unauthorised introduction and the report does not say so, so neither does this page.

East Canyon Reservoir has no entry of its own in the rules for specific waters. Statewide general limits apply. It appears in the 2026 guidebook exactly once, on the page 20 seasonal bass closure , which reads: "The following waters are closed to the possession of largemouth and smallmouth bass from April 1 through June 27, 2026 (the fourth Saturday in June) while underwater spearfishing."

It applies only to spearfishing. Ordinary angling for bass is not affected by that closure.

Automated reads of this guidebook have fabricated entries for four other waters in this series, so the East Canyon claim was checked three ways before it went on this page:

  • A literal string search of the whole document. "East Canyon" occurs exactly once, as "East Canyon Reservoir, Morgan County" on page 20 .
  • A full transcription of that page, with an alphabetical order check. Deer Creek, East Canyon, Echo, Flaming Gorge, Lake Powell, Pineview, Recapture, Red Fleet, Rockport, Starvation, Steinaker. Strictly alphabetical, no transpositions, East Canyon second of eleven, county correct.
  • An independent reproduction of the underlying rule. Utah Administrative Code R657-13-9 lists East Canyon Reservoir, Morgan County, in the same position, on a different host .

That method is now standard on these pages: literal search, a transcription of the actual page, and a check that the alphabetical neighbours are in the right order. A list that comes back out of order is a list that has been invented. This one came back in order, three times.

What to watch for

One incident that could be read in full, several more that could not be verified and are therefore not counted, and a long list of things nobody publishes.

In August 2016 a 34 year old Salt Lake County man drowned at East Canyon State Park while helping to get a child out of the water. He had been fishing with his girlfriend and her children. His body was found in twenty or thirty feet of water, about two hours after a formal search began, by divers .

That is the first recovery in this series that divers made rather than sonar. Both of Rockport's modern drownings and the 2025 kayaker at Echo were found by sonar on open water. This one was close in, in shallow water, at a known location, two hours after the search started. That is the shape of incident where a diver is the right tool, and it is worth a diver led organisation being precise about the difference.

Life jacket use and water conditions are not stated in the account, so this page does not infer either.

No agency compilation of drownings, boating fatalities, search and rescue call outs, dive recoveries or ice incidents at East Canyon Reservoir could be obtained. Not from Utah State Parks, not from the state department of public safety, and not from the Morgan County sheriff.

Utah news outlets have reported several more incidents at this reservoir: a drowning in June 2019, a separate drowning of a 25 year old man, a fatal personal watercraft collision, a swimmer drowning, and a death after a vehicle went into the water. Their dates, names and circumstances were not confirmed against any primary agency record, so this page names one incident it could read in full and does not turn the rest into a count.

There is a specific reason for that caution here. Searches on this reservoir repeatedly return results about East Park Reservoir in Colusa County, California, which is a different water in a different state. A list assembled from search results without checking each one would very likely include incidents that did not happen here.
  • Maximum depth, mean depth and shoreline length, from anyone, and the one table that has them contradicts itself .
  • What share of the phosphorus load the treatment plant contributes. The table was read twice and the two reads disagree, so nothing is published .
  • The current impairment listing and assessment unit. The federal assessment interface returned an authorisation error on every call and the state's report is delivered through an interactive map .
  • Any cell count or toxin concentration for any bloom here, in any year .
  • State park fees. Both fee pages served another park's content .
  • Boat ramp counts, names or coordinates, on a reservoir with a marina and rentals.
  • Any state record fish, illegal introduction record, rotenone history, or confirmation of Blue Ribbon status .
  • The dam's contractor and construction cost, and any East Canyon specific safety of dams modification. The inventory's years modified field is empty .
  • The federal approval date for the 2010 TMDL. The approvals list that could be retrieved is the August 2000 snapshot, which predates it .
  • Which 7.5 minute geological quadrangles cover this reservoir .
Quagga and zebra mussels are not recorded here. No agency statement was found designating East Canyon as infested or detected . What does apply is the statewide programme: the annual mussel aware boater course with proof in the launch vehicle, enrolment for motorised vessels, stopping at every operating inspection station, and clean, drain and dry. Decontamination at this park is by reservation, so it is worth booking before you tow .

The water arriving here carries a phosphorus load with a federal number attached to it.

Five things on this page are narrower than what is usually written about East Canyon. There is no 2006 TMDL: the file with 2006 in its web address is a 2021 nonpoint source success story, and the operative document is May 2010. This is not the only concrete arch dam Fathom has covered; Glen Canyon and Flaming Gorge are both arches and both are far larger, and East Canyon is simply the only one of the three that is not on the Colorado River system. Echo is not this reservoir's sister facility, because it belongs to the earlier Weber River Project while East Canyon, Rockport and Lost Creek belong to the Weber Basin Project. No share of the phosphorus load is attributed to the treatment plant, because the table that would settle it was read twice and gave two different answers, and both are printed. And no depth is published for this reservoir by anyone, including in the one morphometry table that contains one, which contradicts itself. The outline above was traced for a print and checked against the federal water body polygon, and the two agree within seven percent on proportion.
